Subdivision - Concept Plan Review
Description: This applies to a land division of a parent parcel by a Subdivider where the land division creates five (5) or more new parcels or building sites by successive division within a 5-year period except for land divisions of parcels zoned commercial, industrial or mixed-use via certified survey maps under Sec. 14-1-2(g)(2). The Subdivider or Subdivider’s agent shall file with the Engineering Department an application for review and approval of a preliminary plat by the Planning Commission with the checklist, along with two 22”x30” and thirty-five 11”x17” copies of the preliminary plat.

The process to create a subdivision consists of three steps: concept, preliminary and final. Approval or conditional approval of a concept plat does not constitute automatic approval of the final plat. Rather, the concept plat is an expression of approval or conditional approval of the layout submitted as a guide to the preparation of the preliminary and final plat, which will be subject to further consideration by the Planning Commission and Village Board at the time of its submission.

Reviewer(s): The Planning Commission makes a recommendation and the Village Board makes the final decision.

Cash deposit: The applicant must provide an initial cash deposit to cover the Village's review costs as set forth in a written pre-development agreement. Depending on the complexities involved, the applicant may need to deposit additional funds. Any funds remaining at the end, will be returned to the applicant.

In order for an application to be heard on a given meeting date, the application (including forms, fees, plans, reports, etc.) must be submitted AND deemed complete by Village staff on or before the corresponding submittal date. Because of that, you may want to submit your application before the submittal date. That way, we may be able to let you know if anything is missing and you'll have some time to perhaps get it done before the deadline.
